Lviv, Ukraine – 25 September 2025
At the Lviv Eco Forum, Impact Fund Denmark, the Lviv City Council, and Lvivvodokanal signed a Cooperation and Grant Agreement to initiate feasibility studies and strategic planning for the modernisation of Lviv’s water and wastewater systems.
The grant, fully financed by Impact Fund Denmark, provides for the development of:
- A feasibility study for the emergency reconstruction of a critically degraded transformer substation and the northern main water transmission pipeline, which supplies approximately 20% of Lviv’s drinking water.
- A strategic roadmap and feasibility study plan for the modernisation of wastewater and sewerage infrastructure, including urgent upgrades to two key treatment plants and identification of further priority investment opportunities.
This agreement marks a crucial first step in helping Lviv plan for resilient infrastructure and sustainable recovery. By supporting feasibility studies and strategic planning, we are enabling the city to attract future investments and improve essential services for its residents.
Why it matters
Lviv, a UNESCO World Heritage city, faces mounting pressure on its essential services due to the ongoing conflict and a significant influx of internally displaced people. Ageing infrastructure and environmental risks make modernisation not only urgent but vital for humanitarian relief and long-term development.
These feasibility studies will:
- Lay the groundwork for future investments and financing from international donors and development banks.
- Improve planning for safe drinking water and reliable sanitation for over 750,000 residents.
- Support Ukraine’s EU integration and environmental compliance.
- Reduce environmental risks and enhance climate resilience.
- Create commercial opportunities for Danish and local partners and foster knowledge transfer.
This collaboration builds on Impact Fund Denmark’s ongoing partnership with Lvivvodokanal, following recent joint efforts on wastewater and biogas projects.
